Group: Iowa takes biggest energy efficiency dive in nation

A national nonprofit that ranks states’ energy efficiency efforts reported that Iowa fell farther than any other state in the latest tally, mainly because of a bill passed by lawmakers that capped many of the programs.

Eighteen other states lost ground.

"Iowa and Connecticut saw attacks against efficiency within their states through legislation that results in reduced energy and utility bill savings," said the report by the American Council for an Energy-Efficient Economy.

Iowa fell 3.5 points on its score to 17.5, ranking 24th among the states, a drop of five spots.

"This drop was largely due to the signing earlier this year of Senate File 2311, which imposes a restrictive spending cap on efficiency programs, removes efficiency program requirements that had been placed on municipal utilities and co-ops and allows customers to opt out of paying for efficiency programs that fail to satisfy the ratepayer impact test, a cost effectiveness measure rejected by most states and inequitable," the report said.

New Jersey improved the most, up five points to No. 18. Massachusetts ranked No. 1 overall. Missouri and South Dakota were among those with the most improvement.

Iowa courts, state bar provide information on judicial candidates
Iowa voters can find information about the professional qualifications and background of every judge on the Nov. 6 retention ballot at the Iowa Judicial Branch website. The 2018 Iowa Voters Judicial Directory contains biographies of each judge on the ballot. These biographies include information about each judge's background and education, career and professional activities. The directory also contains information about Iowa's judicial retention process, as well as factors voters may want to consider when deciding whether to retain a justice or judge. The Iowa State Bar Association has released the results of a performance evaluation by Iowa lawyers, providing Iowa voters with additional information about judges on the ballot. The evaluations are available here.

Boesen to retire from Iowa Primary Care Association; Todd to succeed
The Iowa Primary Care Association announced that Theodore Boesen Jr., the association’s chief executive officer, will retire effective June 30, 2019. Aaron Todd, the current chief strategy officer of the Iowa PCA, will become CEO upon Boesen’s retirement. The association provides technical assistance and training to Iowa’s 14 community health centers that provide primary and preventive health care to the underserved in Iowa. Boesen is a board member of the National Association of Community Health Centers, as well as chair of the board of directors of the Iowa Health Information Network. He has won several awards for leadership in health care, most recently the 2018 National Association of Community Health Centers Norton Wilson State/Regional Leadership Award. Todd has held leadership roles since 2015 at the Iowa Primary Care Association and its INConcertCare and IowaHealth+ affiliates, and is currently the chief strategy officer for the three organizations.


Courage League Sports founder receives 'Everyday Hero' award
Melissa Clarke-Wharff, founder of Courage League Sports, has been honored as one of the Toyota Everyday Heroes by women sports organization espnW. Clarke-Wharff was presented the award Wednesday during the ninth annual espnW: Women + Sports Summit. The award, which includes a $10,000 grant to each of the four organizations honored, recognizes individuals making a difference for women and girls in their local communities through sports. Courage League Sports, based in Urbandale, is a nonprofit adaptive sports and recreational facility that offers year-round programming for children and adults who aren’t able to go full speed due to a physical, cognitive or emotional disability. The organization, founded in 2013, now serves more than 1,000 kids and 500 adults on a monthly basis. To see a short video about Courage League Sports, click here. Jared Husmann is a young broker at Keller Williams Commercial who, like a lot of youngsters in the business, collects a lot of data. At least one oldish reporter at the Business Record (there aren’t many) is impressed by all that data. Here is Hussman’s take on the data he has collected about multifamily sales in the third quarter. Husmann found that capitalization rates dropped 60 basis points from the second quarter to 7.37 percent, based on seven transactions for a total of 239 apartment units that sold at an average price of $76,757. Meanwhile, RealPage, a company that provides property management software, has taken note of a slowdown in apartment construction in Greater Des Moines. Read more

6.5 million pounds of beef recalled due to salmonella outbreak
CNN: Arizona-based meat producer JBS Tolleson Inc. is recalling 6.5 million pounds of "various raw, non-intact beef products" due to an outbreak of salmonella, the United States Department of Agriculture's Food Safety and Inspection Service announced today. The recalled products were packaged between July 26 and Sept. 7 and were sold nationwide under brand names Walmart, Cedar River Farms Natural Beef, Showcase, Showcase/Walmart and JBS Generic.

Weekly jobless claims drop to near 49-year low
Reuters: The number of Americans filing for unemployment benefits fell to a near 49-year low last week, pointing to sustained labor market strength, which should continue to underpin economic growth.

China spying through Amazon, Apple products

BY PERRY BEEMAN: We’ve spent a lot of time trying to sort out whether Russia skewed the U.S. elections in 2016, and may still be tampering. Now there are concerns that China is spying on U.S. businesses through products sold by Apple and Amazon. Bloomberg BusinessWeek reported today that the Chinese government implanted microchips into the servers used by Apple and Amazon. The idea was to spy on nearly 30 U.S. companies. The chips were allegedly inserted into the servers used by Apple and Amazon by Chinese company Super Micro, which assembled the servers. Amazon, Apple and Super Micro have all issued statements disputing Bloomberg‘s reports. Apple said there was only one server involved in 2016, and the situation was accidental.

Iowa surrogacy contract case denied U.S. Supreme Court hearing
The U.S. Supreme Court has declined to hear a lawsuit filed by an Iowa woman who carried a baby for another couple as a surrogate mother but changed her mind and wanted to keep the baby. The Muscatine woman identified only as T.B. wanted the court to strike down surrogacy contracts as unconstitutional. She filed an appeal in May of an Iowa Supreme Court ruling that concluded for the first time in Iowa that gestational surrogacy agreements are legal and enforceable. The nation's highest court denied the woman's petition to hear the case on Monday without comment. Read more
